PPP模式作为国际上通行的融资模式,通过公共部门与私营部门的密切合作来投资和建设基础设施,是一种解决公共产品供给不足的创新模式。针对PPP的项目绩效管理问题,论题应用层次分析法,构造了PPP的层次结构模型,设计了相应的指标体系,给出了权重的计算办法,并通过公共交通项目案例说明了该方法的有效性,从而为客观公正地评价PPP项目的绩效水平提供了新的方法。
Abstract：As an established international financing mode,PPP can establish the close cooperation between the public and private sectors so as to invest and construct the infrastructure,which is an innovative method to solve the short supply of public goods.In terms of the performance management of PPP project,the paper adopts the Analytic Hierarchy Process to build the hierarchical structure model of PPP.Besides,the corresponding index system is designed,and the method of computing weights is given,whose validity is justified through a case study of public transport project.Hence a new method has been provided to assess the performance level of PPP project objectively and impartially.
