福利国家模式是西方现代化的产物。历史上，福利国家的建设在一定程度上缓解了资本主义国家的战后压力，保证了资本主义体制的运作。然而，在后续的发展阶段里，福利国家模式暴露出了财富分配的非公平性、福利保障的虚伪性、交往层面的非和谐性、人的发展的失衡性等弊病。这是因为福利国家模式建立在私有制之上，根本目的在于维护资本主义发展，实现资本增殖，而非为民众造福。资本主义民主政治的反噬、福利支出的攀升等因素，则起到了推波助澜的作用。有别于福利国家模式，中国式现代化的共同富裕始终坚持人民至上，注重发挥制度优势，不懈追求和平发展，进而从价值理念、治理方式、国际道义等层面实现了对福利国家模式的实质性超越。

The model of welfare state is a product of Western modernization. Historically, the construction of the welfare state alleviates the post-war pressures of capitalist countries to a certain extent, ensuring the operation of the capitalist system. However, in the subsequent development, the model of the welfare state has exposed such drawbacks as the unfairness of wealth distribution, the hypocrisy of welfare security, the disharmony of interaction, and the imbalance of human development. This is because the model of the welfare state is established on the private ownership, and its fundamental purpose is to maintain the capitalist development to realize the capital multiplication rather than benefit the people. Meanwhile, factors, such as the backlash of capitalist democracy, and the rise of welfare expenditure, have made the situation even worse. Unlike the model of the welfare state, the common prosperity of Chinese path to modernization has always adhered to the people first, given play to the advantages of the system, and made unremitting efforts to pursue peaceful development. Thus, it has substantially surpassed the model of welfare state from the aspects of value concept, governance mode and international morality.
